Overflow Workshop Meeting
of the Board of
Lee County Commissioners sitting as the
Board
Management and Planning Committee
was held on this date with the following Commissioners present:
John E. Manning, Vice Chairman
The Chairman called the meeting to order at 11:11a.m., following the Regular Meeting of the Board of
County Commissioners.
AGENDA ITEMS WERE HEARD IN REVERSE ORDER
Update Board on FY11-12 budget preparation status, efforts, and approach going into the first
budget workshop on June 27. Also, inform Board of impacts of the recently released (June 1)
preliminary property tax base assessment.
Assistant County Manager
Pete Winton, utilizing a
PowerPoint presentation,
briefed the Board on the budget, with the
recent release of the preliminary property tax assessments.
Mr. Winton advised that updated projections would be
ready for presentation to the Board at its June 27 Budget Workshop, and responded to questions throughout the
presentation.
Mr. Winton agreed to provide certain statistics requested by Commissioner Bigelow and responded to
his further questions on the Sheriff’s budget. Commissioner Manning left the Chambers at this point and did not
return for the remainder of the meeting. Chairman Mann commented on his desire to find ways to cut the current two
year projected $100 million deficit by half.
Mr. Winton indicated that a listing of cutback options would be provided
to the Board. Commissioner Hall also asked that Tier Levels by Departments and possible millage adjustments be
available at the June 27 meeting, while Commissioner Bigelow spoke in support of personnel budget cutbacks.

ROAD IMPACT FEE UPDATE
On December 7, 2010, the Board directed that the road impact fee study be updated on an
expedited basis. The County’s consultant prepared the study which was completed in mid-April
and made available for public review.
Various County committees reviewed the study in May. A
public hearing is scheduled for June 14, 2011 at 5:00 p.m.

Community Development Director
Mary Gibbs provided an update on the expedited road impact fee study which has
been released for committee and public review.
Ms. Gibbs reviewed highlights of the study and she, consultant
Clancy Mullen with
James Duncan & Associates P.A., and Transportation Planning Manager
Dave Loveland
responded to Board questions and concerns.
Ms. Gibbs advised that a PowerPoint presentation had been prepared and
would be presented at the Public Hearing scheduled for Tuesday, June 14, at 5:00 p.m. Commissioner Hall advised
that she would not be able to participate in the June 14 Public Hearing; stating support, however, of staff’s
recommendation to decrease fees, and commenting on the methodology being utilized. She also said she would like
to see a more timely way to look at impact fees, a simplified structure with fewer categories and more streamlined
conversation, and would continue to advocate for the medical category. Commissioner Manning concurred with the
concerns expressed on the methodology but cautioned about potential future refund problems.
