Lee County Comprehensive
Plan, with the following Commissioners present:

REVISIONS
1. Call to Order; Certification of Affidavit of Publication
Assistant County Attorney
Donna Marie Collins approved, as to legal form and sufficiency, the
Affidavit of Publication
regarding this hearing, and entered it into the record.
2. Presentation of the 2011 Evaluation and Appraisal Report
Community Development Planning Director Paul S. O'Connor provided opening comments on the
purpose, process and anticipated outcome of the Public Hearing leading to the eventual amendment of the
Lee County
Land Development Regulations within the Comprehensive Plan.
3. Public Comment on the Evaluation and Appraisal Report
The Chairman called for public comment, and the following individuals came forward, each in support
of adoption of the EAR, but with specific concerns:

representing Bike Walk
Lee
representing Collier and Florida Audubon Society
representing
Gulf Citrus Growers Association
4. Consideration of Resolution Adopting the 2011 Evaluation and Appraisal Report
Mr. O’Connor referred the Board to a list of EAR Revisions provided as a result of yesterday’s Board
input at the Workshop Meeting as he read through the list. Further revisions, during the reading, were Board directed
as follows:
In the Executive Summary – p. ii, the final bullet point be further revised to read “Recognize, protect,
and provide wildlife corridor connections”.
In Chapter 3 – p. 3-14 – Section V. - Commissioner Judah requested that Veteran’s Park be added to
the examples provided.
Commissioner Judah complimented staff on the fruition of their outreach efforts and follow-up on the
requested revisions. Following brief discussion on the establishment of greenbelt areas specifically for agriculture,
and response by Mr. O’Connor that he believed the
EAR
deals with the topic to some degree and would be vetted out
during the amendment process, there was consensus to postpone the topic to a later date with community input.
Commissioner Manning moved approval of the Resolution to transmit the EAR with the addition of language at the
bottom of page 1 of 3 of the Resolution to read “with the Local Planning Agency’s (LPA’s) comments attached and
made a part of the record of these proceedings…” The motion was seconded by Commissioner Hall for discussion.
Following clarification by Mr. O’Connor that the LPA’s comments and today’s approved revisions would be
incorporated within the transmitted EAR, the maker and seconder agreed to approve the Resolution as submitted.
Following brief Board discussion, and a recommendation by Commissioner Bigelow to further consider the benefits
of a rail system, the motion was called and carried.

The Chairman again thanked staff and the consultants and adjourned the meeting at 2:25 p.m.
