Truth in Millage (TRIM) Special Meeting
of the
Board of Lee County Commissioners
was held this
date with the following Commissioners present:
Frank B. Mann, Chairman
John Manning, Vice-Chairman
Ray Judah
Tammara Hall
A. Brian Bigelow (arrived at 9:32 a.m.)
The Chairman called the meeting to order at 9:30 a.m.
I. Adopt proposed FY 11-12 ad valorem millage rates and rolled-back rates for the TRIM notice.
Deputy County Attorney Andrea Fraser approved as to legal form and sufficiency, the Affidavit of Publication
regarding this item; and briefly reviewed the request. Assistant County Manager Pete Winton provided information
on the maximum tax rates which could be decreased at the September budget hearings. MSTBU Coordinator Donna
DeBerry provided a brief summary of the Municipal Service Taxing Units and responded to Board questions.
RECOMMENDATION:
Mr. Winton reviewed the five (5) major County millages as noted in the memorandum dated July 28, 2011.
A lengthy discussion ensued with Mr. Winton, County Manager Karen Hawes, and Deputy County Attorney Andrea
Fraser responding to questions. At this time Mr. Winton thanked the following citizens who had worked with the
County on this matter: Bill F. Williams, Roy Hyman, James Mitchell, Donna Harn, and Charlie Green of the Lee
County Clerk of Circuit Court. The Chairman called for public comments, and the following persons came forward:

President of the Friends of North Fort Myers Public Library

Estero Council of Community Leaders representative

ADOPTION:
1. MSTU –
Commissioner Manning moved to adopt the MSTU as outlined in the August 3rd Memorandum,
seconded by Commissioner Hall for discussion. Commissioner Hall clarified this was the initial
proposed millage rate and did not include the unincorporated area. Attorney Fraser and Principal
Management Analyst Reginald Kantor responded to questions by Commissioner Bigelow. The motion
was called and carried.

2. UNINCORPORATED MSTU
– Commissioner Manning moved to adopt Staff’s recommendation, seconded by
Commissioner Judah. Mr. Winton responded to questions by Commissioner Bigelow. The motion was
called and carried with Commissioner Bigelow voting nay.
RESOLUTION NO. 11-08-09
3. ALL HAZARDS –
Commissioner Judah moved approval, seconded by Commissioner Manning, called and
carried with Commissioner Bigelow voting nay.
RESOLUTION NO. 11-08-10
4. CONSERVATION 20/20
– Commissioner Manning moved approval, seconded by Commissioner Judah.
Commissioner Manning left the meeting briefly during discussion. Commissioner Bigelow requested a
copy of the Ordinance extending the 20/20 program prior to the first Budget Public Hearing. The
motion was called and carried.

5. LIBRARIES
– Commissioner Judah moved to adopt Staff’s recommendation, seconded by Commissioner Hall
called and carried with Commissioners Mann and Bigelow dissenting.

6. GENERAL FUND –
Discussion ensued with Mr. Winton responding to questions. Commissioner Judah moved
Staff’s recommendation. The chairman called for a second to the motion, the motion failed for lack of a
second. Commissioner Manning moved to leave the General Fund at the rollback rate for TRIM
purposes at 3.6506, seconded by Commissioner Hall for discussion. Commissioner Judah pointed
possible public health, safety, and welfare issues. Following further discussion, the motion was called
and carried with Commissioners Judah and Bigelow dissenting.
RESOLUTION NO. 11-08-13
II. Schedule the first and second public hearings on the FY 11-12 proposed budget and proposed millage rates
for Wednesday, September 7 and Wednesday, September 21, 2011, at 5:05 p.m. in the Old Lee County
Courthouse Commission Chambers.
Attorney Fraser requested a motion for the public hearing on the FY 11-12 proposed budget and proposed millage
rates for September 7 and September 21 at 5:05 p.m. Commissioner Hall so moved, seconded by Commissioner
Manning, called and carried.
Commissioner Hall suggested a separate workshop on the budget for August 24, 2011. Brief discussion followed with
Commissioner Judah suggesting that Ms. Hawes coordinate with each Board member to ascertain their availability.
The Chairman adjourned the meeting at 11:33 a.m.
