and Planning Committee was held this date with the following Commissioners present:

The Chairman called the meeting to order at 1:31 p.m.
1.
IMPEMENTATION OF COMPLETE STREETS PROGRAM
November 10, 2009 the BoCC adopted Resolution 09-11-13 for Complete Streets in Lee County.
The Resolution included an annual report on the implementation status. This is the second
annual report.
OPTIONS:
1) Initiate a modified transportation planning and budgeting process in upcoming CIP
development five years ahead. Identify projects for the next five years in fiscal years
FY2012/13 thru 2016/17. Program improvements requiring design separately addressing
integration of road projects including establishing project priorities. Implement Complete
Streets principles throughout upcoming Lee Plan, Land Development Code and Administrative
Code amendments for full implementation.
2) Same as number 1 but also evaluate years 6-10 of the CIP.
3) Continue evaluating Complete Streets needs on a year-by-year basis through the next CIP.
RECOMMENDATION:
Start with Option 1 and reevaluate options in the next Complete Streets Implementation Status
report to the County Manager and BoCC. This establishes a holistic, systematic approach with
clear prioritization of future improvements. Prioritization of future improvements was
recommended by CSAC and BPAC. It also allows staff to develop recommendation for
reallocation of funds.
Department of Transportation Planning Manager Andy Getch provided a summary of the Report using a
PowerPoint
Presentation
(copy on file in the Minutes Office), identified the critical changes in the planning and budgeting process,
compared the differences from the years past, and outlined the key points; and representation of the team. Mr. Getch
responded to questions on the technical impediments. In reply to Commissioner Bigelow’s comments, County
Manager Karen Hawes stated that the Board had approved the Complete Streets Resolution with a global direction to
Staff to proceed. There was consensus to bring this back before 2012/2013 CIP.
2.
TRAFFIC INFRACTIONS SURCHARGE OF $30
The county collects a $30 fee (surcharge) on non-criminal traffic infractions to help pay for the
court system. The surcharge generated $1.77 million 2011 and $1.93 million in 2010. In 2009,
the Florida Legislature allowed counties to increase the fee from $15.00 to $30.00, which the
county did in November 2009. At that time, The Board of County Commissioners requested that
the fee be reviewed in two years. The revenue goes to the Courts Fund and reduces the General
Fund subsidy for court operations.
OPTIONS:
A. Continue the fee as is.
B. Reduce it back to $15.00
RECOMMENDATION:
Continue the $30.00 surcharge.
Assistant County Manager Pete Winton briefly reviewed the item and recommend continuance of the fee.
Commissioner Hall requested the fee be reviewed in 36 months. During Board discussion, Mr. Winton agreed to
provide an analysis of the funds generated by the surcharge. Board consensus was for Mr. Winton to furnish the
Board the analysis of the surcharge driven by infractions.

DISCUSSION OF PERSONAL WATERCRAFT VENDOR LICENSING

At the Management and Planning meeting in November, the Board directed staff to bring the
item back for discussion of amending language for Ordinance 08-14 and Ordinance 95-13.

Community Development
Chief Building Officer Bob Stewart
noted the Board in its last meeting directed Staff
bringing this back to discuss amending the language of Ordinance 08-14 – The Lee County Vessel Control and Water
Safety Ordinance, and Ordinance 95-13 – The Personal Watercraft Rental Vendor and Parasailing Licensing
Ordinance. Following discussion on vendor and resort hotel restrictions, with input from Mr. Stewart it was decided
to bring this item back on a blue sheet.
4.
APPLICATION OF LOCAL VENDOR PREFERENCE
Lee County has a Local Vendor Preference of 3% for hard bids. However, location can be a
considering criteria for Requests for Proposals (RFP) (other than professional services) as long
as it is applied with other criteria.
OPTIONS:
A. Adopt Standard Operating Procedure (SOP).
B. Do not adopt SOP.
RECOMMENDATION:
Adopt Standard Operating Procedure (SOP).
Procurement Director Bob Franceschini noted the importance of Local Vendor Preference Policy/Ordinance 08-02,
and reviewed the proposed SOP for Local Vendor Preference (copy on file). He informed that Procurement has
engaged the National Institute of Governmental Purchasing (NIGP) to review the entire contract process. Following
lengthy Board discussion regarding the definition of “local”, the Chair suggested that the first scope of work for the
NIGP would be to review the policy and secondly suggest a one year or two year time frame.
5.
REVIEW OF THE INTEGRATED WATER RESOURCES MASTER PLAN
Lee County Utility (LCU) has completed a long-term strategic planning effort to determine
future water demands and alternatives for meeting these demands through Fiscal Year 2030. As
a result of this extensive data gathering and analysis the Integrated Water Management Plan
Summary Report was created and is provided to the Board of County Commission as part of this
agenda item. The purpose of this agenda item is to review the Plan and its most significant
findings.
Utilities Director Pam Keyes, utilizing an extensive

(copy on file), provided a summary of
the Integrated Water Resources Master Plan, and briefly reviewed the recommendations for Water Resource and
Water Treatment Plants for the various Service Areas, along with Wastewater Service Improvements. Board
discussion ensued with Ms. Keyes and Assistant County Manager Doug Meurer responding to questions regarding the
FGUA Plant and needed improvements.
The Chairman adjourned the meeting at 2:48 p.m.
