The Vice-Chairman called the meeting to order at 9:30 a.m.
REQUEST:
Lands future land use category and update airport-related provisions to reference the Federal Aviation
Administration (FAA) approved Airport Master Plans. The Port Authority is also requesting to delete
Tables 5(a) and 5(b), the development schedules for Southwest Florida International Airport (RSW)
3F and 3G. Map 3M will be combined with Map 1, Page 4, and then deleted.
Manning moved to adopt, seconded by Commissioner Mann, called and carried with Commissioner Kiker

AUTHORITY AIRPORT LANDS UPDATES (CPA2018-10009)
APPROVED DURING A PUBLIC HEARING; PROVIDING FOR
PURPOSE, INTENT, AND SHORT TITLE; AMENDMENTS TO
PERTAINING TO MODIFICATIONS THAT MAY ARISE FROM
CONSIDERATION AT PUBLIC HEARING; GEOGRAPHICAL
APPLICABILITY; SEVERABILITY, CODIFICATION, SCRIVENER’S
ERRORS, AND AN EFFECTIVE DATE.
Community Development Principal Planner Brandon Dunn explained the proposed amendment and stated that
Staff supports and recommends transmittal. The Vice-Chairman called for public comment and there were no
speakers. Commissioner Manning moved approval, seconded by Commissioner Pendergrass, called and carried
with Commissioner Kiker absent.

Commissioner Manning moved approval to defer the hearing to April 17, 2019, seconded by Commissioner
Mann. In Board deliberation, Commissioner Hamman suggested that Staff could proceed with their planned
presentation and Commissioner Mann also commented that he was not prepared to vote on the request at this

development in wetlands will not negatively impact the sensitive areas and the request was only for the
amendment as stated. Mr. Loveland later pointed out that Lee County does not have governing authority over
anything impacting the wetlands. Community Development Operations Manager Mikki Rozdolski provided a
brief timeline and overview of permitted land usage in Wetlands. Deputy County Attorney Michael Jacob
explained the proposed amendment will place an established practice into the Land Use Plan. Attorney Richard
Wm.Wesch noted that Impacted Wetlands are permitted through the State’s process and that they are in reality
no longer considered wetlands. The Vice-Chairman called for public comment and there were fifteen (15)
speakers:

Commissioner Hamman asked Staff about coordinating some type of educational venues to assist the public
with information on the issue. Mr. Loveland indicated Staff would commence due diligence as directed.
Commissioner Pendergrass suggested that Staff make inquiries to other Florida cities as to how they control
their wetlands. The motion was called and carried with Commissioner Kiker absent and with Commissioner
Pendergrass voting nay.
The Vice-Chairman adjourned the meeting at 10:36 a.m.
