Workshop Meeting
of the
Board of Lee County Commissioners,
sitting as the Management &
Planning Committee, was held on this date with the following Commissioners present:
Franklin B. Mann, Chairman
John E. Manning, Vice Chairman
Larry Kiker
Brian Hamman
COMMISSIONER PENDERGRASS WAS ABSENT FOR THE ENTIRE MEETING.
1) Call to Order
The Chairman called the meeting to order at 1:38 p.m.
2) County Manager Comments
County Manager Roger Desjarlais welcomed everyone, and announced that the presentation on
Children’s Services Council Structure would be discussed first in order to accommodate members of the public
in attendance.
3) Children’s Services Council Structure
Assistant County Manager/Chief Financial Officer Pete Winton
Assistant County Manager/Chief Financial Officer Pete Winton narrated a
PowerPoint presentation
providing
an overview of the Governing Structure for a Children’s Services Council, citing authority to establish under
Florida Statute §125.901 which requires that establishment of such a council must be approved by the voters
through a referendum. The statute allows for funding through a levy of up to 0.5 mills and Council governance
is by an Independent Council of ten (10) members, consisting of: five (5) Gubernatorial Appointees, one (1)
DCF Administrator, one (1) Juvenile Judge, one (1) Superintendent of Schools, one (1) School Board member
and one (1) County Commissioner. Mr. Winton responded to a question by Commissioner Mann regarding
appointments by the Governor, followed by brief Board dialog. After joining the discussion, at the request of
the Chair, Barry University Professor Irene Kepler responded to questions by Commissioner Kiker regarding
administrative costs. Director of Human Services, Ann Arnall, responded to Commissioner Hamman’s
questions and comments about accountability requirements and parallels of the Council with the County’s,
Partnering for Results, followed by a brief Board discussion on whether to update the County Needs
Assessment (last done in 2005). There was Board consensus directing Staff to implement an inventory of what
services the County currently provides and commence due diligence to determine whether there are options for
comparable programs, funding alternatives, and how such a program might interact with other area agencies, to
bring back for Board consideration in a to-be-scheduled workshop.
Following a brief intermission, the Chairman reconvened the meeting at 1:59 p.m.
3) Comprehensive Plan Amendments Update
Director of Community Development Dave Loveland
Assistant County Manager Doug Meurer introduced the presentation, and Community Development
Director Dave Loveland, utilizing a
PowerPoint presentation,
indicated that today’s objective was to provide
a focused look at Lee County’s Comprehensive Plan, with a goal of aligning the Lee Plan with the Board’s
Strategic Planning Initiatives. He specified County Departments involved in the process, including the Lee
County School Board, and categorized elements of the Lee Plan, stating considerations for proposed
amendments, objectives, and requisite documents for each element; and, pointed out that each amendment
would be developed by Staff following data collection, comprehensive analysis, drafting of amendment
language, and written Staff reports to be brought to the Board, as the proposed amendments are methodically
completed for: Administrative, Community Planning, Conservation and Coastal Management, Planning
Horizon, Growth Management Land Use and Transportation, Water Dependent Overlay, Water Management
Quality and Supply, Capital Improvements Program and Public Safety. Mr. Loveland reiterated that Staff was
seeking Board consensus for authorization to proceed as indicated. After responding to questions and comments
by the Board, he discussed the process and procedures for moving forward, and there was Board consensus and
direction for Staff to blue sheet and bring the request for authorization to procced with the development of
amendments as discussed today.
