Budget Hearing for FY16-17 County Budget

was held on this date with the following Commissioners present:

The Chairman called the meeting to order at 5:05 p.m.
County Attorney
Richard Wm.Wesch approved as to legal form and sufficiency, the Affidavits of Publication,
for FY2016-2017 Tentative Millage and Budget Public Hearing.

The Chairman called for comments by the Constitutional Officers or Court-related Organizations; however, no
one came forward.
BRIEF OVERVIEW
OF LEE COUNTY’S FY16-17 PROPOSED BUDGET
County Manager Roger Desjarlais provided a brief presentation of the
Lee County’s FY16-17 Proposed Budget.
LEE COUNTY FY2016-2017 TOTAL BUDGET
Assistant County Manager/CFO
Pete Winton read into the record the FY16-17 (copy on file) proposed millages,
rollback rates, and the proposed percentage change from the rollback rate for the county’s General Fund,
Library, Unincorporated Area MSTU, All Hazards and Special Taxing Units millages.
TENTATIVE MILLAGES AND BUDGETS FOR SPECIAL TAXING UNITS

Melissa Geissler read the FY 16-17 Special Taxing Units millages into the record
(referenced in the back-up material to this item).
PUBLIC COMMENT FOR ALL BUDGET ISSUES
The Chairman called for Public Comment for all Budget issues, and the following citizen came forward:
Commissioner Manning moved to adopt the Tentative Millage Resolution for the Special Taxing Units,
seconded by Commissioner Pendergrass, called and carried. Commissioner Manning then moved to adopt the
Tentative Budgets for the Special Taxing Units for FY16-17, seconded by Commissioner Pendergrass, called
and carried.
RESOLUTION NO. 16-09-17
TENTATIVE COUNTYWIDE MILLAGES AND BUDGETS
Assistant County Manager/CFO
Pete Winton read into the record the Proposed Countywide Millage of 4.0506
mills per thousand of taxable value, a 3.37% increase from the rolled-back rate of 3.9184 mills per thousand of
taxable value. Commissioner Manning moved to adopt the Tentative Countywide Millages, seconded by
Commissioner Hamman, called and carried. Commissioner Manning then moved to adopt the Tentative
Countywide Budget for FY16-17, seconded by Commissioner Pendergrass, called and carried.
RESOLUTION NO. 16-09-18

Pete Winton read the proposed
Lee County Library Millage of 0.5956 mills per
thousand taxable value, compared to the rolled-back rate of 0.5616 per thousand of taxable value into the
record, and indicated it was a 6.05% increase from the rolled-back rate.
Commissioner Manning moved to adopt the Tentative
Lee County Library Millage Resolution, seconded by
Commissioner Hamman, called and carried. Commissioner Manning then moved to adopt the Tentative Library
Budget for FY16-17, seconded by Commissioner Pendergrass, called and carried.
RESOLUTION NO. 16-09-19

Pete Winton read the proposed
Lee County Unincorporated Area MSTU
millage of 0.8398 mills per thousand of taxable value, compared to the rolled-back rate of 0.7898 mills per
thousand of taxable value, indicating it was a 6.33% increase from the rolled-back rate.
Commissioner Manning moved to adopt the Tentative Unincorporated Area MSTU Millage Resolution,
seconded by Commissioner Mann, called and carried. Commissioner Manning then moved to adopt the
Tentative Budget for the Unincorporated Area MSTU for FY16-17, seconded by Commissioner Hamman,
called and carried.
RESOLUTION NO. 16-09-20

Pete Winton read the proposed
Lee County All Hazards Protection District
Millage of 0.0693 mills per thousand taxable value, compared to the rolled-back rate of 0.0652 mills per
thousand of taxable value, indicating it was a 6.29% increase from the rolled-back rate.
Commissioner Kiker moved to adopt the Tentative Millage Resolution for the
Lee County All Hazards
Protection District, seconded by Commissioner Manning, called and carried. Commissioner Hamman then
moved to adopt the Tentative Budget for All Hazards Protection District for FY16-17, seconded by
Commissioner Kiker, called and carried.
RESOLUTION NO. 16-09-21
ALL OTHER BUDGET MILLAGES AND BUDGETS

Pete Winton read the proposed
Lee County All Other (non-millage) Budgets
for next fiscal year.
Commissioner Manning moved to adopt the Tentative
Lee County All Other Budgets for FY16-17, seconded by
Commissioner Hamman called and carried.
RESOLUTION NO. 16-09-22
TOTAL COUNTY BUDGET FOR FY 16-17
Assistant County Manager/CFO
Pete Winton stated that the proposed
Total Lee County Budget for FY16-17
(shown in the “Budget Summary Reports”, which outlines each fund and is made a part of the Budget
Resolution) is now being proposed for adoption as the Tentative
Total Lee County Budget of
Lee County,
Commissioner Kiker moved to adopt the Tentative
Total Lee County Budget for FY 16-17, seconded by
Commissioner Pendergrass, called and carried.
RESOLUTION NO. 16-09-23
Assistant County Manager/CFO
Pete Winton announced that the next Budget Public Hearing will be on
September 20, 2016 at 5:05 p.m.
The Chairman adjourned the meeting at 5:59 p.m.
